Hi Lisa.
In my tenure as a director of tech we addressed this a few ways. 1. We "self-insured" so there was an expectation that losses would be incurred so we budgeted for them. 2. We supplied classes with styluses that stayed in classrooms and labeled them as such. 3. We allowed for one loss/break and parents agreed to supply additional styluses (but we rarely had to press this due to number 1.)
I hope this is helpful and that this year is just an aberration.

Subject: tracking options for school issued stylus
Hello! Looking for input from those schools who deploy a stylus (at school's expense) to each student for their use with their device throughout the year. I'd love to know your input regarding policies (at what point parents pay for replacements for loss or damage, etc.). More importantly to us right now is input regarding how you track/monitor them (if you do). We have navigated well over the past few years but just recently encountered a spate of "losses", and students claiming theirs have been stolen. Has your school tackled and conquered this issue and if so, how did you do it? We're considering RFID but still researching. Thanks so much!
